Title: Quality Certification PM Role


1 Year Project (plus extensions)



Program: CTMETS





Seasoned and demonstrable experience in large-scale software delivery in a number of state government or commercial health insurer environments. 





Demonstrable experience performing quality assurance activities on large-scale application software projects in a number of state government or commercial health insurer environments; for example Medicaid eligibility or MMIS experience, as well as experience with commercial health insurer environments.





Experience implementing a uniform approach to developing, documenting, maintaining, updating and tracking Advanced Planning Documents (APDs), including Planning Advance Planning Document(s) (PAPDs), Implementation APDs (IAPDs), Annual APDs, APD updates, and Operational APDs, for Federal enhanced funding requests for projects in accordance with Federal regulations, and developing responses to requests for additional information related to APDs.





Experience scheduling and conducting live, ongoing strategic planning sessions for stakeholders. Approach to planning, conducting, and documenting strategic planning sessions with stakeholders for the purposes of collecting the needs and objectives and developing an Enterprise Strategic Journey Map / Plan.





Experience performing project portfolio planning monitoring and control.  





Experience with Project Management for traditional SDLC and Agile Methodologies.   Experience tracking of identified issues and progress toward resolution of issues related to Project Deliverables.





Report issues, risks, findings, and recommendations based upon its review of the SI Contractor, SI Subcontractor, internal teams, and any project partner deliverables submitted or resubmitted.  These recurring deliverables (deliverable review checklists and deliverable review comments) 





Support of the approval process for each Project Deliverable. Develop a checklist for Project Deliverable review, including acceptance criteria.





Experience providing executive briefs on impacts from newly released State Medicaid Director Letters, highlighting opportunities or major impacts and proposing go forward actions.

Job Requirements


Experience developing and documenting an Agency specific Medicaid Enterprise Certification Management Plan in order to provide the Agency their approach to certification through the Project Progress Understanding (PPU). In addition experience providing analysis for any subsequent updated documentation or new versions and guidance letters released by CMS related to the Medicaid Enterprise Certification Toolkit (MECT).





Experience managing the certification milestone reviews throughout the Medicaid Enterprise Certification Lifecycle (MECL) and/or Medicaid Eligibility and Enrollment Lifecycle (MEELC) for one or more projects.





Experience coordinating the Medicaid Enterprise Certification or Medicaid Eligibility & Enrollment process throughout the SDLC working with an IV&V Vendor for each applicable project.
