Job Description

BASIC FUNCTION:
Execute, develop and continuously enhance the enterprise-wide third party compliance risk management program. This position will drive a program to ensure that third parties are in compliance with the rules and standards derived from the expectations set by M&T. This position will also ensure that the entire program is reasonably designed to identify, assess, measure, monitor and report third party compliance risks across the enterprise. The general oversight is a critical function to ensure appropriate risk identification and mitigation.

POSITION RESPONSIBILITIES:
Establish the compliance requirements necessary for third parties
Work closely with the enterprise vendor risk management teams to ensure comprehensive, cohesive, and timely management of compliance risk
Ensure that oversight and testing of vendors is appropriately tailored to the risk the relationship poses to M&T Bank
Develop and implement a risk assessment and oversight methodology for compliance risk
Coordinate numerous specialty compliance risk disciplines (Privacy, Fair Lending, BSA/AML, UDAAP, etc) to ensure a cohesive oversight and monitoring strategy
Ensure applicable test scripts are developed, implemented, and updated as necessary
Monitor vendors for the potential of consumer harm, which is elevated depending upon the inherent risk of the products offered, the level of third party involvement throughout the life of the customer relationship, the number of third parties utilized by M&T, and the relative size and volume of the third-party’s activities in relation to the total.
Conduct training of vendors as necessary
Conduct onsite reviews of vendors
Participate in the decision to exit non-compliant vendors
Discuss the third-party program with Regulatory Agencies during supervisory events
Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
Adhere to applicable compliance/operational risk controls in accordance with Company or regulatory standards and policies.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.

Complete other related duties as assigned.

NATURE AND SCOPE:
This position will bring together an enterprise wide compliance program office, acting as a liaison with other Compliance Risk Management leaders to synthesize and synchronize overall compliance programs and activities. This individual will provide a strategic view of the enterprise program.

MANAGERIAL/SUPERVISORY RESPONSIBILITY:
Directly manage 2+ compliance officers and other Sr. Compliance Specialist roles.

MINIMUM QUALIFICATIONS REQUIRED:
Bachelor’s degree and a minimum 7 years’ experience in Compliance, Regulatory and/or Internal Audit roles, inclusive of 3 years’ professional experience in Financial Services/Banking Industry, or in lieu of a degree, a combined minimum of 11 years’ higher education and/or experience in Compliance, Regulatory and/or Internal Audit roles, inclusive of 3 years’ professional experience in Financial Services/Banking Industry.

IDEAL QUALIFICATIONS PREFERRED:
Analytical skills and knowledge of compliance and risk management principles.
Proficient in software utilized in department, including Microsoft Office.
Strong knowledge of process improvement methodology and business process management techniques.
Excellent verbal and written communication skills.
Ability to work individually as well as a member of a team. Self-motivated, well-organized individual.
Managerial or supervisory experience strongly desired
Proven ability to review and interpret regulatory guidelines and assist or create revisions to policies/procedures.
