Job Description

Position Overview:
Responsible for all aspects of Learning Delivery Enablement, through the ownership and strategic management of the following key elements of our Learning & Development infrastructure: Enterprise Learning Management System (LMS), bank-wide training facilities located throughout the footprint, strategic relationship with our bank technology partners to secure appropriate support, and enterprise wide LMS reporting.

Key Responsibilities:
Work with stakeholders across the enterprise to ensure that learning technology appropriately supports training and development needs throughout the bank and satisfies the high-volume, tightly regulated environment.
Manage effective working relationship with technology colleagues and vendors to ensure smooth and effective delivery of courseware and integrate innovative alternative learning solutions, including e-learning, social learning, performance support, video, and mobile.
Research and implement new strategic functionality in the learning management system to better serve learner, manager and reporting needs. Recommend new technology, policies, and procedures to benefit the organization and improve deficiencies.
Provide highest level of technical expertise (current and emerging) leadership, direction/support for system installations, modifications, enhancements, troubleshooting, etc. Make sure appropriate controls and data integrity are maintained.
Manage L&D staff to provide technical support, technical issue resolution, testing, and version upgrades for the learning system.
Oversee annual reconciliation and cleanup of critical LMS data and content to aid in improving user interface and accuracy of reporting.
Enhance reporting capabilities, streamline and organize reports for maximum usage and business impact across the organization.
Oversee education of bank staff and clients on LMS capabilities to ensure effective utilization and self-service.
Provide ongoing technical support for ID staff, large enterprise initiatives (including risk/compliance training) and for L&D team projects as needed.
Act as L&D business lead for conversion of LMS to new HR Delivery System in an efficient and highly accurate manner. Research the L&D functionality in new HR Delivery System to maximize its strengths in order to benefit all parties involved (learners, managers, administrators, reporting, etc.).
Manage the planning, maintenance and daily operations of the corporate and regional training facilities throughout the footprint.
Work with appropriate space planning staff to design floor plans that satisfy future L&D space, location and equipment needs.
Manage and prepare capital budget for all departmental equipment needs, including L&D staff and training facilities in all locations.
Oversee annual occupancy and asset reconciliation for all L&D offices, cubicles, and training rooms.
Provide equipment troubleshooting, maintain supplies, manage room reservations and keep accurate facilities records.
Adhere to applicable compliance/operational risk controls in accordance with Company or regulatory standards and policies.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Promote an environment that supports diversity and reflects the M&T Bank brand.
Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
Complete other related duties as assigned.

Nature and Scope:
Learning and Development is a Center of Excellence in the Human Resources division responsible for providing programs consistent with the Bank’s goals for talent development, engagement and retention, and employee onboarding. As such, this position oversees the support of over 465,000 hours/year of electronic and facilitator led training via TLC and in the corporate LRC and 16 regional training facilities throughout our footprint, for a population of 17,000 employees in a highly regulated environment supporting the Bank’s goals and contributes to ensuring the learning and development needs of all employees in the assigned line of business/functions are met.
Manages annual departmental capital budget. Manage corporate L&D headquarters and 16 regional training facilities and assets (equipment/furniture) throughout the footprint.
Assumes responsibility for developing and managing staff, resources and budgets.
The incumbent is competent to work independently on cutting edge level system analysis and technical evaluations and serves as a technical expert on committees, ad-hoc projects, etc. affecting the bank-wide audience.

Minimum Required Qualifications:
Bachelor’s degree, plus a minimum of 7 years’ MIS experience, inclusive of 5 years’ learning management system/architecture administration/management experience, and 3 years’ training facilities management experience, or in lieu of a degree, a combined 11 years’ higher education and/or work experience, with a minimum of 7 years’ MIS experience, inclusive of 5 years’ learning management system/architecture administration/management experience, and 3 years’ training facilities management experience.
High attention to detail and solid organizational and project management skills.

Ideal Qualifications Preferred:
Master’s Degree.
Strong understanding of learning technologies and experience in implementation of enterprise technology.
Strong sense of urgency, high degree of initiative and ability to work on cross-functional teams.
Demonstrated complex decision making with a results orientation.
Strong customer service focus.
Strong communication skills.
Ability to interact/influence all levels of personnel throughout the organization.
