Job Description

The Facility Chief Medical Officer (FCMO) is responsible for all quality initiatives in the facility and proactively and collaboratively promotes high quality, cost effective medical care by leading interactions with hospital medical staff, hospital administrative leadership, and other facility, and division leadership and staff.  This position reports directly to the Facility CEO, indirectly to the Division CMO, and leads in concert with market and division leadership enterprise-wide quality initiatives with HCA physicians in the hospitals in the area.  The FCMO works with the Division CMO as well as the Division Quality VP on matters of quality, utilization, patient safety and clinical effectiveness.  The FCMO works closely with the Facility CEO, Facility CNO and the facility staff and is a core member of the facility leadership team.  The FCMO is responsible for clinical and quality initiatives that support the provision of consistent clinical performance and practice standards within the facility.  The FCMO reviews quality performance with the Facility CEO and the Division CMO, and identifies and facilitates quality performance and prioritization of improvement opportunities.  Additionally, the FCMO provides leadership and expertise for hospital quality and clinical effectiveness in the areas of infection control, risk management, patient safety, patient satisfaction, and medical staff credentialing functions to ensure the collaboration and coordination of all stakeholders in these processes.  The FCMO works with Division CMO and the VP of Physician Services on business development activities and provides specialized focus on identifying and developing a physician leadership network in order to move the clinical agenda forward.  The FCMO facilitates facility-wide medical staff integration and consults on an array of issues involving physicians.




  • Works with Hospital Medical Staff, Board of Directors, and Facility Leadership to improve the functionality and effectiveness of the hospital medical staff organization.

  • Partners and collaborates with medical staff and hospital/facility management teams, facilitating teamwork and shared goals.  Represents medical staff viewpoints to management and relays management viewpoints to medical staff by establishing and maintaining mutually beneficial relationships between HCA leadership and community and/or employed physicians.

  • Provides clinical support and consultation regarding cost effective clinical resource management in the facility by sharing of reports and providing recommendations to reduce the variable cost per case while maintaining and enhancing clinical effectiveness.

  • Responsible for an environment of quality and cost improvement that is data driven and develops systems to review utilization of resources and objectively measure outcomes of care in the inpatient and outpatient settings.

  • Serves as a direct liaison between HCA affiliated physicians and facility.

  • Works with the Division CMO in establishing and maintaining an ongoing program to orient and develop management expertise the Chief of Staff, Medical Executive Committee and other medical staff leaders by providing oversight and leadership for medical education programs.

  • Leads educational sessions and provides ongoing in-service to the facility medical staff regarding clinical resource management, appropriate documents standards, utilization and quality issues, and quality improvement activities in collaboration with the Facility Chief of Staff and other clinical leadership.

  • Collaborates on a day-to-day basis with the Facility CEO.

  • Has knowledge of all HCA clinical technologies and assists with the education of physicians on these systems.

  • Collaborates with the Facility CEO and the Division CMO on formulary and supply opportunities.

Medical Staff Affairs

  • Develops, implements, and monitors disruptive physician and impaired physician policies, and participates in monitoring and intervention programs in the region.

  • Provides recommendations in the development and/or revision of the hospital policies and procedures pertinent to the medical staff and medical staff affairs.

  • Serves as a consultant to hospital Medical Staff Services regarding physician credentialing and utilization and quality profiling, including serving as a member of hospital’s peer review committees as requested.

Business Development and Payer Relations

  • Evaluates clinical appropriateness of new medical technologies and programs, and makes recommendations concerning the relevance of such technologies and programs to HCA hospitals.

  • Serves as a resource and consultant to the Facility CEO, Division CMO, VP of HCAPS and/or VP of Business Development in physician recruitment and clinical program development.

  • Provides medical director services to facility-level physician credentialing, business development and provider relations in contracting issues.

  • Provides leadership and medical consultation on managed care issues including providing clinical support for appeals and denials process, discharge planning, case management, and utilization review/management.

  • Consults with facility level staff, Division CMO, and Division Director of Case Management regarding delegated utilization management and disease management operations under managed care contracts.  Meets all regulatory/contractual/accreditation requirements associated with these functions.

  • Serves as a clinical resource and consultant to the facility case managers and facility staff in the reduction of payer denials and in the denial and appeals process as requested by the Case Management Department and Patient Accounting Services.

  • Attends corporate, group, division, and national meetings sponsored by HCA corporate to train and support quality improvement, risk management, patient safety, case managements, medical staff affairs, and physician relations activities.

  • Provides clinical Support and guidance in the development and deployment of all quality initiatives.  These initiatives are designed to increase the practice of evidence based medicine within HCA facilities.  The program uses outcomes management techniques to monitor and improve care, quality and safety.   Commitment and dedication to communicating the importance and precepts of evidence based practice is critical.

  • Serves as a spokesperson for evidence based clinical practice, patient safety, and clinical loss prevention to facility based leadership and clinicians.

  • Serves as a spokesperson to facility medical staff and physicians to explain the purpose of all quality initiatives.
