Summary Description: 

This position is responsible for all human resources and labour relations functions of the mine. The Manager, Human Resources will work to ensure all site activities ard performed in a safe, economical and environmentally responsible manner within the statutory requirements of the Occupational Health & Safety Act, Mine Regulations, Environmental Regulations and within the framework of Westmoreland's overall corporate policies, plans, programs and procedures. This position will be based out of our Estevan Mine, located around Estevan, Saskatchewan, Canada.

Essential Duties and Responsibilities:           

Providing leadership and administration in the delivery and maintenance of Human Resource processes and programs for site employees including:

  • Employee development and training.
  • Employee Health & Safety programs (if applicable to site).
  • Performance Management.
  • Compensation and claims management.
  • Records and systems management.
  • Full-cycle recruitment.
  • Job evaluation and salary administration programs.
  • Labour Relations.
  • Policy Development and Management.
  • Participant in site collective bargaining sessions, administration of the Collective Agreement. Actively liaise with union representatives on a regularly basis to discuss topics such as grievances, contractual matters, workers’ rights and responsibilities.
  • Plan and develop public relations to enhance the Company in the community.
  • Assists in the development of annual site budget, monitors and reviews budget monthly with department. Responsible to manage charitable,  and non-charitable donation, and promotional item budget.
  • Provides assistance to the General Manager and other Managers various projects as Company business needs require.
  • Coaching and mentoring direct reports to ensure personal growth and development.
  • Assuming other duties and responsibilities as may be required in response to changing circumstances and the economical and physical environment of the Company.

Job Requirements

Minimum Qualifications and Skills:

  • A Bachelor’s degree or post-secondary diploma in Human Resources or relevant field is required.
  • Certified Professional in Human Resources (CPHR) designation is required.
  • An equivalent combination of related education and experience may also be considered.
  • The ideal incumbent should possess several years (5-7+) of closely related experience.
  • Strong MS Office competency and experience with JD Edwards EnterpriseOne will be strong assets.
