GENERAL SUMMARY OF DUTIES: The Manager, Staffing and Recruitment provides the highest level of staffing services to the company by delivering high quality professional and front line staff candidates in addition to advancing the Westmoreland brand across numerous markets and professional communities. Guides hiring managers and candidates through the selection process and performs full lifecycle recruiting, in addition to maintaining excellent relations with hiring managers, candidates, and the community at-large. A wide degree of creativity, near- and long-term recruiting vision, business understanding, and organization is required.



1. Manages all aspects of a full life cycle recruiting process for assigned requisitions.
2. Works with hiring managers to analyze the characteristics, criteria, and needs of open/new positions. Ensures that there is an understanding of the job presented in reference to its requirements and the type of candidate sought.
3. Determines and executes recruiting strategies for open positions.
4. Partners with other HR staff, to establish and/or update compensation ranges for open/new positions.
5. Effectively utilizes in-house applicant tracking and on-boarding systems.
6. Executes sourcing strategies resulting in obtaining qualified candidates, including developing job posting content, posting jobs internally and externally, performing online searches and utilizing online resources, developing relationships with schools and colleges, partnering with organizations and associations, networking, and utilizing various direct sourcing techniques. Develops and maintains a network of contacts to help identify and source qualified candidates.
7. Creates and fosters relationships with colleges and diverse professional organizations to attract and recruit alumni and diversity candidates.
8. Reviews resumes and qualifications for appropriateness of skills, experience, and knowledge in relation to position requirements.
9. Provides accurate and inspiring information to candidates about the company and position.
10. Manages and coordinates all communications with applicants.
11. Coordinates with candidates and hiring managers to schedule phone and onsite interviews. Supports hiring managers through the interview process, including use of interview guides and coaching on interviewing techniques and behavioral-based interviewing methodologies.
12. Prescreens candidates through resume/application screening and phone screening. Compiles and presents prescreening information to hiring managers and collaborates in decision to move forward with selected candidates.
13. Coordinates use of assessment tools as needed to provide more information about candidates.
14. Prepares candidates as appropriate for interviewing with Westmoreland and hiring managers by providing detailed information on the company, our business strategy, department background, position, job descriptions, benefits, and expectation-setting.
15. Facilitates post-interview debrief/feedback with interviewers and candidates.
16. Performs reference checking on selected candidates and reviews results with hiring managers.


1. Establishes, implements, and maintains a well-administered, legally compliant hiring system.
2. Ensures compliance with established departmental and company policies and procedures, objectives, and state and federal employment laws and regulations.
3. Confers with leadership to identify staffing needs, workforce planning strategies, and search assignments.
4. Consults with management to prepare staffing budgets, projections, and recruiting policies, procedures, and practices.
5. Develops and maintains strong working relationships with Westmoreland leaders, vendors, community organizations, schools and colleges, and other team members to create partnerships that yield success, predictable results, and credibility.
6. Streamlines, improves, and updates recruiting and on-boarding process, procedures, forms, and tools.
7. Creates, maintains, and updates recruiting marketing materials for candidates – i.e. organization and benefits information.
8. Manages, maintains, and updates in-house applicant tracking and on-boarding systems and internal and external job boards.
9. Ensures recruiting staff and hiring managers are educated on recruiting and on-boarding process, procedures, forms, tools, and systems.
10. Tracks, compiles, and provides management with recruiting metrics, reports, status updates, and information as requested. Utilizes this information to monitor the recruiting function, manage performance, and improve results.


1. Extends offers of employment to selected candidates – verbally and in writing – under the direction of the hiring managers and within the guidelines of company compensation policy. Manages any offer negotiations and coordinates with the final candidate and hiring manager.
2. Once offers are accepted, partners with other HR staff and vendors as needed to ensure completion of all background check steps before final candidates start. Ensures all final candidates complete on-boarding paperwork. Provides information to candidates for first day and ensures arrangements are made for final candidates to attend Westmoreland orientation program.
3. Ensures unsuccessful candidates are communicated with as appropriate – i.e. receive courtesy declines.
4. Prepares and analyzes recruiting metrics and other data to monitor and improve the process and for compliance with legal regulations and with organization goals and policies.
5. Coordinates with staffing agencies and managers to fulfill temporary personnel needs as needed.
6. Coordinates with managers and other HR staff as needed to manage internship programs and processes.
7. Ensures appropriate background check and on-boarding steps are completed for all employees, contractors, interns, and volunteers.

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors. Ability to calculate figures and amounts such as discounts, interest, commissions proportions, percentages, area, circumference, and volume. Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to analyze processes and functional requirements to identify inefficiencies and propose solutions. Ability to follow both verbal and/or written policies, procedures, and instructions. Ability to prepare and present accurate and reliable reports containing findings and recommendations. Ability to use logical and creative thought processes to develop solutions according to written specifications and/or verbal instructions. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.

TYPICAL PHYSICAL DEMANDS: Requires prolonged sitting, some bending, stooping and stretching. Requires constant data input for extended periods of time without leaving the work area. Occasionally lifting files or paper weighing up to 30 pounds. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment. Requires normal range of hearing and eyesight to record, prepare, and communicate appropriate reports. Requires mobility sufficient to travel.

TYPICAL WORKING CONDITIONS: Normal office environment. Occasional evening or weekend work.

Job Requirements


1. Bachelor’s degree in Human Resources, or a related field from an accredited four-year college/university and minimum of eight years of recruiting experience; or equivalent combination of education and experience.
2. Working knowledge and understanding of all aspects of full life cycle recruiting and applicable federal and state employment laws and regulations.
3. Hands-on experience recruiting for all levels of positions, including non-exempt and exempt, with in-depth expertise in management positions.
4. Strong management skills and at least three years of experience in supervising staff.
