Job Description

This position will be a member of the Agility Defense & Government Services (DGS) functional support team, with a geographic coverage area of the Middle East, and Africa (MEA). This Senior Human Resource (HR) Manager’s success depends on her/his ability to meet company goals for HR operations, recruitment, learning and development, and related budgeting. This person will have a matrixed reporting relationship, their first line manager is the senior business unit leader within the region, and their secondary manager will be the head of human resources for the DGS group. The Senior HR Manager will maintain a level of subject matter expertise and be responsible for the development of strategic HR approaches for talent management and development within the MEA region.

Position Summary

To develop and implement the Human Resources strategy for Agility- DGS MEA, in a manner that enables the Company to achieve its business objectives and in line with the Organization’s values. This position reports directly to the Vice President and Managing Director, MEA and indirectly to the HR Director, DGS.

Job Duties & Responsibilities

  • Participates in reviews of annual manpower budgets and provides consultation on headcount increase, increments and promotion rates
  • Drafts Human Resources Policies, Procedures and SOP’s in line with ISO requirements
  • Drafts the Employee Handbook and reinforces the implementation of the HR policies and procedures across the organization, promoting fair and equal treatment
  • Implements the Annual Performance Appraisal Calendar across the Organization; trains, guides and assists Heads of Departments in conducting objective performance appraisals
  • Work on the structure, job descriptions, and deliverables for each function.
  • Leads the Recruitment process ensuring quality candidates are sourced in a timely manner and within budget boundaries
  • Builds the Human Resources Library of Documentation (Standard templates of Company’s Official correspondence: Agreements, Contracts, and Letters, etc.)
  • Reviews and updates existing forms and templates
  • Conducts market research and analysis on remuneration rates and benefits to determine the Company’s ranking in the market; reviews and recommends accordingly to achieve competitive positioning in the industry
  • Ensures accurate and timely closing of payroll every month
  • Ensures correct allocation of benefits (medical, leave, ticketing, allowances, etc.)
  • Ensures timely calculation of Final Settlements
  • Overviews the day-to-day operation of the Human Resources: leads and guides the team as required to achieve daily smooth run, and maximum productivity
  • Provides consultation to employees and Heads of Departments, and in relation to contractual compensation & benefits, labor law, policies and procedures, and HR best practices
  • Liaises with Heads of Departments and Assistants to ensure understanding of Human Resources policies and procedures and compliance
  • Conducts investigations in relation to grievances, infractions, gross misconducts; takes appropriate action in line with the UAE Labor Law/appropriate country Laws
  • Remains up-to-date with legislation changes within UAE/MEA and informs all concerned
  • Accountable for the accurate update and maintenance of employees’ records in accordance with UAE Labor Law and Auditing procedures.
  • Organizes formal processes on new employee Induction and Orientation
  • Promotes initiatives on employees’ welfare
  • Leads the Ethics and Compliance training and ensures full compliance through all sites
  • Research, recommend and implement a range of learning methods
  • Develops measurement systems to ensure specific learning hours per employee are materialized
  • Ensures there are documented records of Learning for each employee
  • Evaluates the results of Learning and ROI (Return on Investment)
  • Devises and implements strategies on Succession Planning and Personal Development Plans
  • Initiates improvements in all areas and aspects of Human Resources operations (from software to people development)
  • Ensures compliance to health, safety and quality regulations, and Ethics.
  • Executes the responsibilities of a Human Resources Manager in accordance with lawful and ethical standards, as referenced in Dubai/MEA Laws and Company’s policies and procedures
  • Other responsibilities, as assigned
  • Minimum travel requirement of 25%

Job Requirements

Mandatory Qualifications

  • Minimum of 10 years in Human Resources; 4 years working in an MEA environment
  • Minimum of 5 years in a supervisory/manager role
  • Bachelor's Degree in Human Resources, Business Administration, or related degree or equivalent combination of education and experience
  • Excellent command of the English language in verbal and written communications
  • Advanced user of MS Office Suite
