Buyer + Negotiator + Complex POs + Supply Chain + FAR/DFAR
 
Location: San Jose, CA 95131
Duration: 6-12 months, extensions / direct hire possible
 
You MUST be a US Citizen.
 
You yawn at preparing complex purchase orders, and your calm negotiation skills make you a superior buyer and supply chain coordinator.
 
And, you know how to navigate the complex world of FAR/DFAR.
 
Plus, you can manage everything in ERP/MRP tools and systems.
 
So, here are some examples of things you will be doing...
 
  • Executing and managing Purchase Orders for the procurement of major/critical commodities, services, and complex procurements, with emphasis on improving supplier quality and lowering total cost of ownership for the program
  • Preparing and issuing moderate to high complexity, value and risk purchase orders and complex agreements, and ensuring all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure.
  • Identifying risks and mitigating them when negotiating terms and conditions
  • Leading supplier issue resolutions (lead time, drawing issues, etc.); work with Operations Program Manager, Supplier Quality, etc. to resolve supplier quality issues, identifying sources for new products, and improving supplier performance; issuing supplier corrective actions, and quality control instructions; and assessing supplier responses to corrective action requests
  • Working with management to address all aspects of supply chain management, including procurement support, commodity business plans, market trends assessment, pricing, and product availability
  • Coordinating purchasing activities with internal partners to acquire products and services in a cost effective and timely manner
  • Supporting proposal activities with innovative solutions to meet Program needs and requirements
  • Processing purchase requisitions, purchase orders, purchase order revisions, and requests for quotes to suppliers
  • Performing cost or price analysis on procurements of moderate to high value, risk and complexity
  • On proposals, procurements, and agreements, negotiating and documenting terms and conditions, price, delivery, quality, and performance requirements on moderate to high complexity procurements
  • Monitoring the cost, schedule and scope of assigned procurements to negotiate highest quality at best value
  • Developing new supply sources where suppliers are no longer competitive
  • Recommending cost saving proposals or alternative sources
  • Interacting with suppliers and QA to resolve quality issues
  • Building productive internal/external working relationships
  • May coordinate activities of other personnel

  • Attending proposal planning and proposal kickoff meetings
  • Collaborating with functional areas to obtain the latest BOM to initiate the estimating process and prepares and documents priced Bill of Material and Material (BOM) cost estimate development
  • Reviewing requirements documents (i.e., requisitions, statement of work, drawings, and specifications) for clarity and adequacy
  • Providing input into procurement decisions including make/buy, source selection, market research and supplier qualifications
  • Identifying potential resources for required materials, equipment, supplies and services, and develops and issues request for proposals
  • Receiving, reviewing, and evaluating supplier proposals to ensure they meet proposal requirements
  • Participating on proposal evaluation teams in fact finding, technical evaluation, and cost/price analysis
  • Ensuring communications regarding material status is being generated, presented and distributed to appropriate personnel
  • Conducting supplier surveillance and audits
 
You'll be doing these things in company that primarily focuses on defense related programs, so you'll need to be well-equipped to handle the demanding and critical nature our missions.
 
What will you need in your background to be successful? ...
 
Required:
  • US Citizen
  • Able to pass an extensive background check
  • 8 years purchasing/supply chain related experience with Bachelors (6 years with Masters)
  • In-depth knowledge/understanding of Government contractor purchasing requirements, how to apply Federal Acquisition Requirements FAR/DFAR, and use of the ERP/MRP systems
  • In-depth knowledge in the applicable contractual flow downs, best practice understanding for defense related company policies/procedures, federal, state, Federal Acquisition Requirements/DFAR , and local laws, and the ability to apply them in the procurements of commodities/services/subcontracts
  • Ready with in-depth knowledge of defense related items/commodities
  • In-depth knowledge of Supply Management and how to implement strategies into practice
  • Advanced decision-making skills
  • Able to work withing defined procedures and practices to determine appropriate action
  • Ability to apply advanced project management skills and knowledge
  • Ability to work and succeed in a fast-paced, deadline driven environment while demonstrating superior presentation, communication, team building and leadership skills
  • Demonstrated ability to work as an individual contributor or on a team
  • Very strong analytical skills and ability to make sound decisions
  • Very strong negotiation skills and ability to develop win-win solutions with vendors and suppliers
