Bachelor's degree in a computer science, information technology, engineering, or scientific field or the equivalent is required plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience.

Our client has an immediate opening for an IT Business Analyst.  This position provides an opportunity to further advance the cutting-edge technology that supports some of our nation’s core defense / intelligence services and systems.  Our clients Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

The role involves using technical expertise to consult and collaborate with business leaders, IT staff, and other third parties to develop, deliver, and optimize business capabilities & information technology systems. They often act as integrated team leads and facilitate small projects or initiatives.
Solicits and captures desired business outcomes, future strategies, demands, actions, and plans
Understands organizations, information, systems, policies, processes, metrics, opportunities, challenges, risks, and constraints
Investigates and evaluates alternatives for, and assess feasibility of, improvements in information, technology, process, and/or organizational systems
Develops recommendations and business case rationales for investment in new or enhanced solutions
Investigates, identifies, analyzes, and captures business systems, process, information, and other forms of detailed specifications & requirements
Supports and/or facilitates the development and delivery of solutions leveraging knowledge of: business end-users, stakeholders, goals, requirements, current and desired future states
Translates business requirements to technical specifications and interface with other technical staff to design, develop, and maintain solution
Plans and executes unit, integration and acceptance testing
Assesses and validates the operational value of solution. Partner with business end-user community and IT staff to refine, tune, train, promote adoption and optimize environment
Leads, plans, and executes projects, small initiatives, and/or cross-functional teams
Manages high risk, high profile, tight schedule, and complex outcomes with composure
Breaks down "barriers to progress" & motivates less experienced members of the team to action
Performs other duties as directed
Moderate business travel required

Evidence of ability to act largely independently on complex tasks and wide-ranging initiatives using a broad expertise and professional understanding of the Business Systems Analysis discipline
Exhibits significant knowledge on how IT solutions are constructed and specific business systems knowledge
Prior work experience as a Business Analyst or Systems Analyst capturing, analyzing, and translating business requirements, specifications, processes, and business cases strongly desired
Proven track record showing ability to develop relationships and formal and informal networks to influence, coordinate, communicate, and organize groups/teams
Proven track record showing deep understanding of specific business area/ business process, for example: Sales; Manufacturing; Development; Human Resources; Finance, etc.
Broad expertise or unique knowledge of systems and/or business analysis frameworks, methodologies, and tools
Has ability to analyze complex situations, alternatives, proposals, designs, architectures, risks, data, systems, and constructs with variable factors
Intermediate experience creating user stories, use cases, acceptance criteria, and test plans/cases
History of providing work direction and leadership to others
Intermediate understanding of solutions development methodologies (e.g. DevOps, Agile, Software Development Lifecycle, etc.)
Exposure to Information Technology (IT) development, operations, or equivalent
Solid familiarity with common software tools including MSVisio, MS Excel, and MS Project
Industry certification in Six Sigma, Lean, Business Process Analysis (CBAP etc.), Systems Analysis, or other relevant Business / Systems Analysis achievements strongly preferred
Experience as a developer, systems integrator, systems engineer, solutions architect, or similar, strong preferred
Practical expertise or industry certification program or project management such as PMP, Prince2, etc. strongly preferred
Knowledge of development languages, platforms, and tools preferred
Intermediate knowledge of SQL queries for data transfer or business reporting preferred
Solid organizational skills including: leading initiatives and modest projects; a facility to handle multiple tasks and deliverables simultaneously; a track record of exercising independent judgment appropriately; and the ability to quickly understand and execute complex assignments when working on high profile outcomes with inherent risk
Excellent presentation, oral/written communication, and inter-personal skills including the ability to: anticipate, influence & adapt to a wide range of audiences; cultivate relationships and leverage organizational understanding to facilitate decision making and buy-in
Solid experience developing solutions to complex problems that requires ingenuity, innovation and creativity
A history that illustrates flexibility and adaptability to changing business needs and shows the ability to recognize need for change
Excellent track record of being capable of working with significant uncertainty, resistance, barriers, issues and challenges; converting uncertainty into quantifiable impact, risk and mitigating actions
