The Hartford Hospital Laboratory is a full service, high complexity laboratory providing expertise in Microbiology, Transfusion, Core Lab, Molecular, CytoGenetics, and Anatomic Pathology testing. The Pre-Analytics departments, Phlebotomy and Specimen Processing are an integral part that leads to the quality patient care we provide. Phlebotomy covers a majority of all patient care areas including the emergency department, maternity, oncology, medical and surgical departments, Institute of Living, and other off-site locations with over 25,000 venipunctures a month. Furthermore, phlebotomy is responsible for training laboratory, as well as clinical staff in proper collection techniques. The availability of the state of the art HHC Center for Education, Simulation, and Innovation enhances these educational opportunities. The Specimen Processing area works collaboratively with all hospital departments and includes inpatient and outpatient receipt of specimens, management of research samples, and reference lab interaction. The department functions as the nerve center for inquiries from nursing areas and physicians.

Job Summary:

Provides managerial oversight for the pre-analytical departments, specimen processing and Phlebotomy of the clinical laboratory. Duties will include multiple departments and may include travel to more than one location. Provides operational and technical oversight within these sections. Reports directly to the Regional Laboratory Director and works closely with the Medical Director, and Supervisory team to formulate section activities, modify, and implement test procedures and policies, and maintain adherence to all regulatory (TJC, CAP, CLIA) regulations. Acts as a laboratory resource for hospital staff (e.g. physicians, nursing, etc.). Participates in the planning and execution of department projects and service goals. Assists the Regional Director in the development and adherence to the departmental budgets (salary, non-salary, revenue) and is accountable to managing to their budget in each area.

Job Responsibilities:

1. Responsible for overseeing the daily operations of the specimen processing and phlebotomy departments which may include multiple facilities.
2. Maintains quality of work within all laboratory sections by designing, instituting and monitoring department quality control programs in accordance with licensing and accrediting agencies. Responsible for oversight of the quality management program in each section, including CAP proficiency surveys, maintenance of records, and quality assurance programs.
3. In collaboration with the Regional Laboratory Director, is responsible for technical staff selection, training, scheduling, daily direction, performance evaluations, counseling and discipline. Shifts technical assignments as required to respond to workflow demands.
4. Makes recommendations to the Regional Laboratory Director and the Medical Directors regarding changes in procedures, new tests, etc. Investigates and recommends new equipment or supplies to purchase for lab sections. Ensures lab equipment functions properly, repair equipment within limits of capability and place service calls when appropriate.
5. Acts as a resource to physicians, nursing, hospital staff, patients and others to address questions related to test interpretations, procedures, unusual results, service complaints and other lab issues.
6. Assists the Regional Director in maintaining departmental compliance with all regulatory and accrediting agency requirements.
7. Initiates and actively participates in departmental projects; provides project assistance for the Regional Director on high-level (system or local) projects.
8. Responsible for (or assists the Regional Director with) the development and oversight of all Departmental budgets; reviews monthly budget reports and responds to variances appropriately.
9. Assists the Regional Director in moving forward the HHC System Balanced Scorecard Initiatives; actively participates in Lean Daily Management and Leader Standard Work.
10. Performs all other duties as assigned.
11. Consistently models the H3W behaviors when interacting with staff; provides employee counseling, feedback, and discipline as required; provides mentoring and coaching to employees

Job Requirements

• Bachelor’s Degree in a health-related area.
• Five (5) years previous supervisory experience in a clinical laboratory or equivalent.
• ASCP (MT, MLS, etc) required
• Capable of providing an outstanding customer service experience for patients and staff.
• Proficient computer skills (e.g. email, Microsoft WORD, EXCEL, POWER POINT)
• May be required to learn and/or be proficient in multiple department-specific functions, systems, and/or processes.
• Ability to work collaboratively with other departments/department leaders/Administration
• Ability to handle multiple tasks/priorities; ability to prioritize daily work.
