Summary: The Director of Family Reunification Services (FRS) provides direction, coordination and evaluation of family reunification activities and practices, supervises the family reunification staff, and ensures compliance with all funder requirements. This position is also responsible for the quality and efficiency of the division’s family reunification processes, while working within agency and division policies. Individual accountabilities and work volume is established through the development of annual Success Objectives, within the framework outlined below.

Essential Duties and Responsibilities:

  • Develops, plans, provides, manages, monitors and evaluates family reunification services and processes to assure that they meet participant and Organization needs, and are compliant with government and private funding sources.
  • The FRS Director shall provide routine evaluative and monitoring reports, and suggest corrective actions and recommendations to address gaps in service delivery, and to achieve the highest standard of safety and care in the development of unification cases.
  • Ensure all unifications and discharges uphold the best interest of the child, family preservation, and risk mitigation, by implementing and developing safeguard and care procedures through home study and post release services recommendations to protect against family breakdown.
  • Provide training and staff development to family renunciation/case management staff, focused on increasing staff capacity to case plan, (e.g., assess potential risks of placement, identify child and family protective factors, identify family short-term/long-term needs, develop release recommendation procedures that are data driven and supported by safety, well-being, and permanency.
  • In conjunction with the Managing Director of Youth and Residential Services (YRS), coordinates and develops the long and short-range objectives, policies and standard operating procedures for the family reunification team in compliance with all agency and funder policies.
  • Implements Organization personnel policies to encourage FRS staff in professional growth, participation in trainings and to meet program goals.
  • The FRS Director makes recommendations for hiring, promotions, terminations and work assignments of all family reunification staff in conjunction with agency and program policy.
  • Represents the family reunification team and YRS in internal and external liaison activities. Initiates and maintains on-going effective and efficient communications with the Office of Refugee Resettlement, Division of Unaccompanied Children’s Operations (DUCO), and the Department of Children and Family Services in matters related to family reunification.
  • Participates in overall administration and management of the program through membership in the YRS SAFEty Director team and Policy Committees.
  • Reports to funders as required.
  • Recommends changes and improvements to current service provision and leads in implementation of new processes for the family reunification department.
  • Leads regular team meetings to support the goals and the overall development and implementation of YRS SAFEty’s strategic plan.
  • Manage relationships with multiple parties (i.e., family members, potential sponsors and stakeholders) and maintain appropriate professional decorum and boundaries when dealing with each.
  • Provides case consultation as appropriate, including all high profile cases for YRS.
  • Leads special projects, (e.g., the development of informational materials, providing training for other staff in the area of family reunification, and participating in assigned professional and community activities).
  • Remains current on targeted populations and service provision through attendance at professional development workshops, seminars, task force meetings, conferences, etc.
  • Tracks all unifications and discharges, maintaining and updating relevant databases, completing data analyses and ensuring data consistency, quality and integrity.
  • Develops and maintains professional relationships with social service organizations and government agencies to enhance service delivery and to interpret Organizational programs for outside audiences.
  • Adheres to professional standards as outlined by governmental bodies, NASW (and/or other appropriate professional associations), private funding sources, Organization plans/policies and program guidelines.
  • Participates in periodic evaluative reviews and/or in-house and external staff training to ensure that he/she understands and continues to adhere to such standards.
  • Initiates requests for assistance from Supervisor to address new issues or complex concepts affecting professional standards.
  • Responds to crisis situations, 24 hours a day via Agency cell phone.
  • Advance excellence in family reunification services.
  • Other duties assigned.

Supervisory Responsibilities:

  • Supports and provides guidance to Managers of family reunification staff and is responsible for the oversight, direction, coordination, and evaluation of these units at each site, to ensure adherence to YRS SAFEty best practices and the requirements of funders and accrediting agencies.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include providing guidance and support to interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems to foster adherence to best practices and the requirements of funders and accrediting agencies.

  • Education and/or Experience: Bachelor’s Degree in social work or related field and a minimum of 8 years experience in staff supervision, program planning and development, social service administration, fiscal management and policy development and implementation with at least five of those years being with youth in a residential setting or an institutional setting.
  • Language Skills: Bilingual ability in English and another language is required. Excellent oral and written communication skills. Demonstrated competency in public speaking and strong interpersonal skills required.
  • Computer Skills: Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
