Job Description

Summary: Under the direction of the Director of Procurement responsible for researching, evaluating and procuring goods, services, supplies and equipment based on price, service, quality, and warranty to ensure compliance with the Federal Government Guidelines outlined in 2 CFR 200, Heartland Global Procurement Manual, and other funder regulations. Develop and manage Invitations for bids, Request for Proposals, and Request for Qualifications. Ensure that Heartland Alliance procurement policy and procedure is communicated and adhered to by staff and outside vendors. Perform procurement outreach activities communicating Heartland Alliance procurement process and opportunities. Ability to work independently while employing integrity and sound business decisions to solve problems and implement solutions.  

Essential Duties and Responsibilities:

  • Assist staff in developing specifications. Develop and prepare procurement solicitations (Bids, RFP’s, RFQ’s), oversee the procurement process, perform analysis and make appropriate procurement recommendation.

  • Determine and implement the appropriate method of procurement to secure the requested service, commodity or supplies as requested.

  • Solicit bids and RFP’s in accordance with Heartland Alliance Global Procurement Manual

  • Prepare and process purchase requisitions within eRequester, review department documentation for accuracy and completeness.

  • Evaluate and determine the most responsive and responsible vendor that meets selection criteria based on selected procurement method.

  • Coordinate and facilitate site visits and pre-proposals meetings as deemed necessary.

  • Research sources of supply and analyze the market based upon requested commodity or service

  • Resolve issues between supplier and business group regarding service, cost, and delivery.

  • Prepare and submit required procurement documents to support vendor selection.

  • Respond to vendor inquiries regarding procurement project related matters.

Required travel would be throughout the Chicagoland area.

  • Minimum of five (5) years of experience in Purchasing, Business Operations, and Customer Service in a non-profit and/or government environment.

  • Bachelor’s Degree in Business Administration or related area.

  • Knowledge and understanding of procurement methods, principles and terminology.

  • Strong organizational, problem solving and analytical skills.

  • Excellent written and verbal communication skills.

  • Skilled in project management, provide excellent customer service, and meet project deadlines.
