Job Description

Under general supervision, the Government Affairs Representative is responsible for identifying, researching and evaluating public policy, including state and federal legislation, assisting in the development and implementation of HPSJ’s government relations and legislative strategy, assisting with proactive and responsive public policy communications to internal and external stakeholders, and representing HPSJ’s interests in various industry associations and public forums. Work is varied and moderately to highly complex, and requires a moderate degree of independent judgment and discretion.
Essential Functions
  • Maintains awareness of public policy and budget proposals (local, state, federal), and analyzes such proposals to identify those that may impact or influence HPSJ’s mission, operations, financial sustainability, business development, and competitiveness. Develops appropriate communication strategies to promote bidirectional public policy information through various levels of the organization, including leadership, Commissioners, staff, and external stakeholders.
  • Assists HPSJ senior leadership in the identification and development of strategies in response to federal, state or local policy, and public affairs and monitors and assists in aligning such strategies with relevant industry associations as appropriate.
  • Monitors and communicates local, state and federal public policy interests that may impact key HPSJ partners, including hospitals, providers, community health clinics, County healthcare services, and social service agencies providing services to HPSJ members. Assists in the development of collaborative strategies.
  • Communicates HPSJ’s policy priorities by regularly interacting and engaging with elected officials and their staff, lobbying groups, industry associations, grassroots organizations and coalitions, regulatory staff and policy makers. Proactively nurtures relationships with such organizations to improve opportunities for collaboration regarding policy initiatives. Identifies and communicates policy considerations of such partners to internal stakeholders.
  • Identifies and facilitates opportunities for senior leadership to increase visibility among and interact with policymakers, business leaders and other stakeholders.
  • Represents HPSJ’s policy positions, proposals, and concerns in local, state and national associations, coalitions, planning meetings, and public policy forums.
  • Assist in the development and implementation of special events (town halls, meetings, forums) related to public policy communication and community engagement.
  • Provides timely and comprehensive written and verbal updates and analysis of legislation, regulations and policy to internal and external stakeholders. Develops talking points, fact sheets and other information resources that aid HPSJ’s public policy initiatives.

  • Knowledge of the economic and healthcare issues, and issues affecting the underserved in HPSJ’s service areas.
  • Strong knowledge of the principles and practices of managed care.
  • Proficient (as defined by HPSJ’s Cultural and Linguistics Program) in Spanish.

Job Requirements

Required Skills
  • In-depth knowledge of the political issues affecting healthcare in general and state entitlement programs specifically.
  • Strong knowledge of Medicaid, Medicare, and commercial insurance programs at the state and national levels.
  • In-depth knowledge of health plan operations.
  • In-depth knowledge of existing state and federal policies that impact the current healthcare landscape.
  • In-depth knowledge of the state and federal legislative process, including budget and bill development.
  • In-depth knowledge of political, business, education, non-profit, healthcare stakeholders and other leaders at the state and local level.

Required Experience
  • Bachelor’s Degree in Business, Healthcare Administration, Political Science, Communications or similar.
  • At least four years’ experience in healthcare advocacy, public affairs, or government relations.

  • Coursework in public, business or healthcare administration, law, political science, public affairs or communications.
  • Managed care experience.
  • Regional experience.

Licenses, Certifications
  • Valid California driver license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.
