Job Description

1 Full-time position

Oversee the collation, retrieval, confidentiality and quality assurance of clinical documentation for the Hospital.  Identify, collect, and communicating clinical data and statistics within the facility and to the outside world.

Oversee all ongoing activities related to the development, implementation, maintenance of, and adherence to the organization’s policies and procedures covering the privacy of, and access to, patient health information in compliance with federal and state laws and La Rabida Children's Hospital’s information privacy practices

HIM MANAGER

  • Management of the Health Information Management functions, including supervision, evaluation, counseling and scheduling employees.
  • Management of the storage, retrieval, control and retention of medical records. Oversee the policies and procedures that maintain the confidentiality of medical records, including the release of information to qualified parties.
  • Management of the function to identify and report and index diagnostic and procedure codes. Preparation and management of departmental budget and purchasing.
  • Management of Clinical Pertinence review, including meeting organization, results compilation and reporting to Medical Staff and administration.
  • Organization of the Health Information Management Committee, including chair of meetings, data and report preparation for Medical Staff and administration. Preparation and distribution of general hospital statistics.
  • Develops and supervised assigned staff, including recruitment and selection; scheduling and job assignment; counseling/coaching, development and training; performance evaluation; and recommending salary, disciplinary and other personnel actions in accord with relevant policies and procedures.
  • Plans and manages the unit’s budget; manages assigned staff, facilities, material and equipment, and other assets to ensure responsible controls over, and utilization of, La Rabida resources.
  •  Coordinate professional fee process and act as a resource for physician services.

 

CHIEF PRIVACY OFFICER

  • Provides development guidance and assists in the identification, implementation and maintenance of the hospital’s privacy policies and procedures in coordination with management, administration, legal counsel, and the HIPAA Committee members.
  • Performs initial and periodic information privacy risk assessments and conducts related ongoing compliance monitoring activities.
  • Works with legal counsel and management, key departments, and committees to ensure the hospital has and maintains appropriate privacy and confidentiality consent, authorization forms, and information notices and materials reflecting current hospital and legal practices and requirements.
  • Establishes a mechanism to track access to protected health information, within the purview of the organization and as required by law to allow qualified individuals to review or receive a report on such activity.
  • Works cooperatively with the Management Staff overseeing patient rights to inspect, amend, and restrict access to protected health information when appropriate.
  • Establishes and administers a process for receiving, documenting, tracking, investigating, and taking action on all complaints concerning the hospital’s workforce, extended workforce, and for all business associates, in cooperation with Human Resources, the Director of Information Services, administration, and legal counsel as applicable.
  • Initiates, facilitates and promotes activities to foster information privacy awareness within the hospital and related entities.
  • Serves as the information privacy liaison for users of clinical and administrative systems. Works with all hospital personnel involved with any aspect of release of protected health information, to ensure full coordination and cooperation under the hospitals policies and procedures and legal requirements.
  • Maintains current knowledge of applicable federal and state privacy laws and accreditation standards.
  • Serves as information privacy consultant to the hospital for all departments.
  • Cooperates with the Office of Civil Rights, other legal entities and organization officers in any compliance reviews or investigations.

Job Requirements

  • Bachelor’s degree in Health Information Management from a program approved by the American Health Information Management Association required. 
  • 2-3 years of supervisory experience in a Health Information Management Department required.
  • 2-3 years of inpatient and outpatient coding required.
  • Knowledge and experience in information privacy laws, access, release of information required.
  • Demonstrated organization, facilitation, communication and presentation skills required.
  • RHIA (Registered Health Information Administrator) Certification required. 
  • CCS; CCS-P, or CPC preferred.  
  • JCAHO, Medicare, IDPA, state and local laws and guidelines established by regulatory agencies required.
