Position Summary

The Compliance Counsel takes total ownership for the provision of compliance-related legal services, advice, and support to the Company’s eastern hemisphere operations.

 

The Compliance Counsel will provide subject matter expertise on compliance issues, with a particular emphasis on anticorruption and trade sanctions. This position will coordinate closely with the Director of Global Compliance and other compliance counsel to ensure consistency of application of compliance advice across global business units and functions.

Key Responsibilities and Tasks

  • Advises clients on how to recognize significant compliance risks and implement mitigation strategies (including providing standard contract provisions, providing guidance on how to make risk-based decisions in contracting, labor and employment, etc.). Audits and assesses mitigation strategies with a focus on continuously improving the Company’s risk management.
  • Identifies ways to mitigate compliance and legal risks and manage costs for the Company and our customers.
  • Creatively identifies opportunities to eliminate distractions and inefficiencies that could interfere with clients achieving safe, efficient, profitable operations.
  • Guides client groups in navigating Legal & Compliance standards, processes, and programs.
  • Promotes culture that leads to innovative, reliable, and efficient operations, including by:
    • Becoming a subject matter expert on the businesses and functions within area of responsibility.
    • Providing advice and clarification to personnel on such standards.
  • Promotes a disciplined and systematic approach to risk management, including by:
    • Becoming a subject matter expert on relevant standards contained in the Company’s Integrated Management System (IMS) and applicable laws, regulations, contracts, and other governing documents.
    • Driving improvements to the IMS and standards contained therein and supporting the Legal & Compliance department in developing and implementing relevant Compliance standards to meet the Company’s risk management goals while promoting innovation, reliability, and efficiency.
    • Providing advice and clarification to personnel on such standards.
    • Routinely assessing and auditing strict adherence to such standards.
    • Fostering a culture of continuous improvement through consistent, timely, and accurate feedback.
  • Tracks and identifies trends in key performance indicators in furtherance of the Company’s compliance goals and priorities.
  • Supports and promotes good communication and coordination among Company management, members of the Legal & Compliance department, other support functions and departments, and business units and divisions.
  • Demonstrates commitment to a high standard of ethics and compliance and be willing and able to demand compliance with all compliance laws, regulations, and company’s compliance standards and procedures.
  • Performs additional duties, responsibilities, and special projects as may be directed.

Job Requirements

Minimum Education Required

  • Juris Doctor, LLB, or other equivalent legal degree required.

Minimum Work Experience

  • Must have 4+ years in-house or law firm experience providing compliance-related legal services.

  • Must have 4+ years in-house or law firm experience providing compliance-related legal services.
  • Must have substantial experience with anticorruption and trade sanctions laws in the U.S., UK, and EU (i.e., the U.S. Foreign Corrupt Practices Act (FCPA), the UK Bribery Act, and US and EU trade sanctions programs).
  • Must have experience conducting investigations and compliance-related due diligence. Preference may be given to candidates with law enforcement experience.
  • Must possess excellent oral and written communication skills. Must be able to communicate effectively and develop and retain positive relationships with management, employees in functional and operational roles, customers, and vendors. Must be very effective at making presentations to clients (both internally and externally).
  • Must possess excellent business and analytical skills and ethical judgment.
  • Must be able to handle multiple tasks effectively and effectively elicit support for various staff functions.
  • Must be detail-oriented.
  • Must be able to travel domestically and internationally.
  • Juris Doctor, LLB, or other equivalent legal degree required.
  • Must have current license to practice law and be a member in good standing of a recognized legal profession in a U.S. or non-U.S. jurisdiction, the members of which are admitted to practice as lawyers or counselors at law or the equivalent, and are subject to effective regulation and discipline by a duly constituted professional body or a public authority.
  • Must be able to manage effectively outside counsel where required.
  • Must be fluent in English. Fluency in Arabic strongly preferred.

The physical demands must be met by an employee to successfully perform essential functions of this job. Visual acuity requirements including color, depth perception, and field vision include close visual acuity to perform activities such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; and extensive reading and editing. The worker is not substantially exposed to adverse environmental conditions.

 

Work Environment

This position will typically work in a climate controlled building in the Dubai office of Parker Drilling.
