Senior Healthcare Program Specialist ( 3 Open Positions )

Qualified and individually motivated candidates will report to senior management in the Division of Long Term Care in the Office of Health Insurance Programs to implement the policy and programmatic goals of the Medicaid program in the area of Long Term Care, including Managed Long Term Care insurance products, and fee-for-service long term care services and supports.  Candidates may be assigned to core day-to-day oversight and programmatic implementation and monitoring tasks, as well as topical assignments and duties as determined by the Director and senior management of the Division. 

Candidates may supervise a few staff, and/or serve as the lead one or more long-term projects.

Candidates must have strong analytical and communication skills, including the ability to write technical and policy documents, and be able to:

1.     Conduct research and concisely synthesize the findings for management, 

2.     Think critically and strategically,

3.     Work independently,

4.     Work as a leader in a team environment, and

5.     Travel occasionally within New York State as needed.

Candidates with experience in health care or health care related field, and supervisory experience is desirable.

Candidates should be proficient in the use of standard office technology and basic Microsoft applications including Word, Excel, and PowerPoint. 

Additional Requirements and Day-to-Day Tasks of Position

  • Assist senior management and staff in the Division of Long Term Care in a broad range of activities, including policy and annual Executive Budget development and program implementation and oversight, including the development of policy and technical guidance for providers, managed care plans, local social service districts, consumers and stakeholders.
  • Manage and supervise long term projects as needed.
  • Assist in coordinating, scheduling and tracking compliance reviews.   
  • Provide staff support to internal DOH work groups, work groups with external parties and other state agency staff, and other stakeholder meetings.  Assist in preparing a wide range of documents, including presentations, work plans, summary reports and briefing materials.
  • Assist in obtaining information from other Divisions in the Office of Health Insurance Programs, other Department of Health Divisions and Offices, and other State agencies; clarify and prepare information requests; present findings to supervisory staff, as appropriate. 
  • Provide supervision to Healthcare Program Specialists.
  • Other activities as may be deemed necessary in response to the changing needs of the Division.


Position and Minimum Qualifications:

Bachelor’s Degree
5 years’ experience
