Responsibilities

Overall Responsibilities:
Drive proposal development operations, maintain schedules, organize resources, coordinate inputs and reviews, ensure bid strategy implementation, ensure compliance, resolve internal team issues and provide process leadership.

Specific Responsibilities:

  • Work with management and leadership to proactively deliver compliant, qualified proposals
  • Manage all aspects of VIP proposal operations (proposal planning, proposal writing, editing, illustration, production efforts, etc.) from assignment and receipt of request for proposal (RFP), through delivery and receipt by customer
  • Prepare detailed proposal plans, outlines, schedules and compliance matrices for assigned VIP proposal pursuits
  • Coordinate the internal flow and review of proposal content for large VIP proposals
  • Coordinate and lead major proposal meetings, effective storyboarding and development of strategic win themes
  • Work with Business Leads across COEs to document and circulate the solution and business vision prior to writing
  • Manage writing assignments and receipt of all proposal materials with writers and teaming partners in accordance with the proposal timeline
  • Work with the Creative Services team to conceptualize, create and communicate messages using graphics
  • Proofread and edit proposals for grammar, punctuation, capitalization, clarity, readability, consistency and persuasiveness
  • Plan and direct the printing, assembly, final quality assurance review and submission of all proposal documents
  • Ensure Proposal Center processes are followed, emphasize adherence to the standard style guide, and ensure documents are submitted in accordance with established criteria
  • Build strong and communicative relationships with the Health management team and serve as a reliable proposal expert for all Health Managers
  • Develop and update boilerplate templates, styles, templates, resumes, company information and best language
  • Research, develop and implement a continual process improvement plan to continue to adapt to best practices
  • Conduct training sessions to educate Health staff of all levels on proposal processes and procedures
  • Mentor Proposal Development Managers and junior Proposal Center staff
  • Oversee knowledge management and data-keeping
  • Identify gaps in Proposal Center infrastructure and manage internal long-term infrastructure projects
  • Assist with additional business development initiatives as required


Qualifications

Required Skills:

  • Certified Proposal Management Professional – Foundation Level
  • Ability to interact with all levels of personnel from technical to high level executive management, and influence key stakeholders to complete work efforts
  • Ability to work independently in a fast-paced, deadline-oriented, and collaborative environment while producing high-quality work products
  • Strong leadership, assertiveness and interpersonal skills
  • Outstanding verbal and written communication skills
  • Ability to handle noncompliance in a productive and constructive manner
  • Ability to adapt to a new corporate culture quickly
  • Ability to deal with adversity and differing opinions
  • Experience with MS Word, PowerPoint, Excel, and other applications
  • Working knowledge of Adobe Acrobat
  • Demonstrated experience developing, bidding, and winning public sector management consulting services

Required Education: Bachelor’s Degree or equivalent experience
