Title: Design Manager/Project Engineer NERSC-9
Pay: DOE
Location: Berkeley, CA 94720
Length: 1 year contract + possible extension

Project Engineer’s Required Duties, Tasks, and Responsibilities, include but are not limited to:

  • Serve as the primary, daily interface on behalf of the LBNL project team with the Architect / Engineer (A/E) firm and the Construction Manager / General Contractor (CM/GC) to fully implement the scope of the NERSC-9 Facility Upgrade
  • Manage the submittal, RFI, and change order processes; maintain up-to-date status logs of these documents. Manage timely and coordinated RFI and Submittal responses from in-house customers
  • Organize and drive team members to develop options and solutions for RFIs and clarifications pertaining to project scope.
  • Assist the Project Manager and Construction Manager with monitoring and controlling contractual commitments to assure that all work is being performed in accordance with the specifications, drawings, and terms of the subcontract
  • Assist the Project Manager with project forecasts, schedules, cost estimates, financial reports, equipment procurement, schedules and specific plans including expediting supplier and methods of delivery to ensure compatibility with the overall project schedule and budget
  • Assist the Project Manager with the review and approval of CM/GC, A/E, Commissioning Provider services, Test & Inspection Agency services, and other consultant payment applications
  • Assist the PCO Project Coordinator with document distribution and maintaining files of current project documentation
  • Review weekly CM/GC’s Owner-Architect-Contractor (OAC) meeting notes to assure accuracy, and work with appropriate parties to develop solutions for open issues and items
  • Assist with the planning and development of project scope, procedure, budget, and overall project schedule
  • Assist the Project Manager with establishing and controlling the budget for project costs; review and approve purchase orders, change orders, and subcontracts
  • Work with Construction Managers and other Facilities staff, assist with the management of activities of A/E, subcontractors, LBNL in-house Construction Services staff and vendors performing work, providing services, supplying materials or equipment for the project
  • Conduct periodic project / client meetings and prepare Project Status Reports.
  • Prepare progress and special reports for submittal to the client and Lawrence Berkeley National Laboratory management
  • Assist with the resolution of project, schedule, and priority issues
  • Obtain customer and Department of Energy (DOE) approval and sign-off of completed project
  • Track punch list activities and close-out activities to ensure prompt close-out of the project and submission of the final project report
  • Work with customer divisions and departments to obtain services and project requirements to achieve customer needs
  • Review contractor and A/E change order requests to confirm entitlement, accuracy, and reasonableness of price; prepare government estimates and/or work with LBNL Estimators to develop a government estimate to demonstrate reasonableness of price. Update and review change order logs to assure that all change orders are current and appropriate.
  • Meet with GC and Subcontractor representatives to review change proposals, as needed. Coordinate with Procurement to process change orders into Contract Modifications.
  • Review A/E Bulletins for accuracy and completeness. Coordinate the review and sign-off of Bulletins by in-house customers.
  • Assist CM with coordination of M&O/Engineering project walk-throughs for review of inplace work. Review contractor log of findings and coordinate sign-off and closure of these items.
