Title: EHS Analyst III
Pay: $30-35/hr
Location: Valencia, CA 91355
Length: 6 month contract + possible extension
Position Summary:
Responsible for the development, implementation, management and monitoring of site Environmental Protection, Industrial Hygiene, Health, Safety and Security programs, procedures and policies for ITT Aerospace Controls. Insure complete site compliance to all Cal OSHA, SCAQMD, DTSC, RCRA, SARA Title 3, EPCRA, RWQCB, local, state and federal regulations. Responsibility includes coordination of ESH reporting for site operations.  
Primary Responsibilities:
  • Understand and comply with regulatory requirements and ITT standards.
  • Develop and implement proactive and preventative safety programs.
  • Conduct risk assessments/job safety analysis and safety observations.
  • Facilitate site inspections, incident investigations, and develop and implement employee ESH&S training.
  • Ensure sustainable, preventative and corrective actions are in place to address workplace risks.
  • Be an active participant is the management of change (MOC).
  • Ensure that ESH&S budget is established.
  • Provide advice and guidance to operating and functional site organization including the Plant Manager regarding current and anticipated ESH and Security issues. Direct the development of programs to address new requirements and concerns. Participate in site level reviews and discussions of ITT Aerospace Control programs.
  • Prevent and eliminate injuries and illnesses to employees and management of compliance to ESH regulations. Provide routine inspections and minimize or eliminate hazards from processes, such as incorrect working methods, and materials, such as potentially toxic chemicals. This specifically includes inspection and evaluation of site environment, equipment and processes in working areas to ensure compliance with government safety regulations and industry standards. The primary goal is to protect the employees and the environment. The ESH Manager will identify potentially hazardous chemical & materials and may occasionally collect samples of them for analysis. The ESH Manager will recommend changes to protect workers, and educate employees on how to prevent health problems through the use of safety training programs. They also investigate accidents to identify their causes and find ways to prevent them in the future.
  • Assist the site ESH Technician in managing the ITT Environmental Protection, Industrial Hygiene, Health and Safety (ESH) programs including all regulatory ESH aspects/impacts. Ensure collection and reporting of information as required to meet Corporate and Governmental reporting requirements in addition to ensuring a uniform level of performance.
  • Insure compliance with Environmental regulations, RCRA,   SCAQMD, Cal OSHA, and EPA requirements and all compliance activities for these regulatory agencies. Develop, implement and provide training programs as required by ITT policy or regulation. Monitors training program performance to ensure all required training is performed.
  • Reviews major plans and specifications for new operations, construction or demolition, equipment or facility purchases as well as chemical uses to ensure that appropriate ESH requirements are considered. Approve all PARs and environmental activities. Develop and work with supervision to implement all activities with respect to loss control, area safety audits and personal protection equipment programs.
  • Work with manufacturing and engineering to insure conformance with safety requirements, environmental requirements, REACH, RoHS, and WEEE.
  • Ensure that all departments use proper procedures for hazardous and non-hazardous waste disposal.
  • Responsible for local administration of ITT Corporate policies regarding Environmental Safety, Health and Security. 
  • Provide technical support and information in the development of key metrics and objectives. Lead first line supervision and management to implement multifaceted Environment Safety and Health programs. Attributes include machine safety, ergonomics, waste/emissions reduction, Air Emissions management, Job Safety Analysis and program assessment activities.
  • Lead incident investigations and root cause corrective action plans and corrective action implementation.
  • Provide ESH leadership, direction & influence for site supervision and management to assimilate their ESH responsibilities into daily work processes & procedures.
  • Leads audits in order to evaluate the effectiveness of local programs. Provides audit & action plan follow-up/assistance. In an imminent danger situation actions may include shut down of specific operations of concern.
  • Assists in the development and implementation of ITT ESH policies to ensure Aerospace Controls issues are considered.
Skills and Experience
  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Bachelor degree in environmental, safety and health science or engineering or science discipline and at least 8  years of experience in ESH or a related field. 
  • Experience Machine Guarding, Electrical Safety, Powered Industrial Trucks, Ergonomics, Fire Prevention, IIPP, Storm Water Management, Material Handling Equipment such as Cranes and Hoists and Business Continuity Planning.
  • Ability to apply advanced mathematical concepts and operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
  • Ability to apply mechanical engineering skills to various manufacturing operations such as machine safety and factory hazards.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Possess extensive knowledge in Cal OSHA, SCAQMD regulations, accident reporting and preventative safety.
  • Complete knowledge in Federal, State and Local Environmental regulations including all reporting requirements and employer obligations.
