Job Description

Tetra Tech Inc. is currently seeking several Entry-Level Community Resilience and Mitigation Planners.

The selected candidate will contribute to the development of a variety of community and regional resilience planning work including but not limited to comprehensive plans, mitigation plans, master plans, strategic plans, resiliency plans, implementation plans, economic revitalization plans, disaster recovery plans, district and neighborhood plans, redevelopment plans, highest and best use plans, visual planning techniques and market analysis.

Demonstrated understanding of basic planning tools and management concepts is required. Must be able to work independently and effectively coordinate projects at the ground level on a daily basis on behalf of the project manager.

Job responsibilities will include but not be limited to the following:

• Collecting and analyzing and synthesizing data related to economic development, hazards and vulnerabilities, community development, resilience, housing, environmental and natural resources, demographics, infrastructure and land use planning.

• Technical writing for sections of reports, planning documents and other related documents. Developing strategic actions and implementation steps.

• Assist in the implementation of a plan's goals, objectives, policies, strategies and projects through identifying and securing public funding from regional, state and federal funding opportunities.

• Assist and lead public engagement meetings and stakeholder interviews. Participate in public speaking engagements.

• Work with a wide variety of stakeholders including elected officials, public policy makers, administrative staff, planning commissions members and authority members.

• Although the position will work with a team, the candidate will require to be able to work independently.

• Provide basic client management and project performance tasks including adhering to project scopes and timelines under the guidance of the project manager.

• The following credentials are preferred but not required: AICP, CFM, PMP, CEcD, RLA, GISP etc.

Job Requirements

The ideal candidate will have 1-3 years’ experience developing some or all of the following: comprehensive plans, mitigation plans, master plans, economic development plans, community development plans, resiliency plans, housing plans, infrastructure plans, brownfield redevelopment plans, revitalization plans, market studies, highest and best use plans, land use plans and ordinances and resiliency plans.

The ideal candidate will be able to demonstrate the following experience:

• Participation on project teams.

• Collecting and analyzing qualitative and quantitative data in order to professionally compose sections of these types of plans with project and implementation focus.

• Preparing technical and professionally written portions of public documents.

• Participating and leading public meetings, stakeholder engagements and interviews.

• Experience with ESRI products/GIS, as well as 3D or other complex visualization techniques.

• Experience with Geodesign, spatial planning, and other emerging planning methods.

• Reviewing planning documents to aid in the development of community values.

• Developing surveys, questioners, and the use of spatial surveys to validate community values.

• Writing persuasive and competitive bid documents and proposals for planning related projects.

• Creating unique ways to engage communities in non-traditional manners.

In addition, you should have:

• The ability to think innovative and critically in fast paced environments and to be able to speak extemporaneously within area of subject matter expertise.

• Analytical skills related to qualitative and quantitative data related to community, economic, resilience and mitigation planning.

• Strong public speaking and writing skills

• Working knowledge of the principles, practices, and techniques of community and regional planning.

• Ability to work in a team environment while also functioning independently.

• Ability to communicate effectively with clients, the general public, elected officials, business leaders and a variety of stakeholders.

• Ability to multi-task and manage multiple projects

B.S degree in urban planning, regional planning, urban studies, resilience, landscape architecture, environmental studies, economics, or public administration is required. M.S. degree in one of the previously listed majors is preferred. Submittal of college transcript required.

American Institute of Certified Planners (AICP), Registered Landscape Architecture (RLA), GIS Professional (GISP), Certification in Floodplain Management (CFM), Project Management Professional (PMP),Certified Economic Development Professionals (CEcD) and/or other related certifications that may be applicable to planning and resilience.

Submittal of a writing sample illustrating personal content and style of technical, marketing or planning documents.

This position requires roughly 25% of your time traveling. You must be able to travel throughout the country to support project and marketing. You will participate on both driving and walking site tours throughout communities. Site tours of communities may involve many different types of terrain and conditions. Work and travel to client locations is required. Some work in the evenings and weekend may be required. This position requires you to drive on a regular basis and will require passing a motor vehicle record (MVR) background check.
